Pre-Feasibility to Implementation

The client Puma Energy commissioned PMI to perform all required services and to co-ordinate all activities regarding the development of a potential new oil transfer and storage facility to enhance their trading position in Nigeria and the sub-region.

PMI initiated a pre-feasibility assessment, collecting input from traders to develop a strategy and detemine the requirements of the facility to suit the trading potential.

The following steps were subsequently carried out by PMI in the development process of the terminal:
  • Conceptual engineering
  • On- and offshore geophysical investigations
  • Feasibility Study, including the development of FEED packages
  • Co-ordination of procurement processes
  • Project Management and Supervision of the design and construction

Engineering and Site Investigations

As part of the development process, concept solutions were formulated to suit the trading requirements of the Client.

The engineered solutions were further refined and tested against the assumptions that have a critical impact on project cost.

Hence, PMI performed offshore investigations - comprising of bathymetry, sub-bottom profiling and side scan sonar - to eliminate the major engineering uncertainties.

Similarly PMI performed onshore topography combined with a DCPT campaign to assess the foundation criteria for the tanks.
From this, the FEED packages were subsequently developed.

The main features of the project consist of: A CALM Single Point Mooring Subsea 26″ pipeline 410,000 m3 strage tankfarm truck loading facilities


Procurement process and implementation


PMI have drawn up the ITB documentation for tendering and co-ordinated the procurement process.

The Construction works of the terminal are expected to be completed by end 2012. PMI is performing the overall project management and site supervision of the project ensuring that the Employer′s Requirements are adequatelly addressed and the project executed in accordance with the required safety and quality standards.
